Government Reform

Non Essential Government Eliminated

Narrowly defining State Government function and services based on the State Constitution/Charter; shuttering government agencies not related to essential government function and services; privatization of non-essential government services

Essential Government Must Benefit the Citizen

Improve delivery of essential government services and lower cost by deploying advanced technology tools and unbundling of government contracts, limit sole source contracts, increase participation by small business without classification by race, gender and ethnicity

Right to Work for All

Designation of Maryland as a "right to work" state for private employment contracts and limit collective bargaining in public union contract

Jobs for citizens not lawyers

  • Judicial reform
  • Limit or eliminate frivolous law suits
  • Tort reform: medical malpractice, personal injury and product liability law suits

Transparent and Accountable Government is a Must

  • Improve regulatory practice and procedure by increase in transparency and accountability
  • Campaign finance law and government ethics reform to increase transparency in the legislative and regulatory process and in political appointments

Oversight of private sector healthcare is an essential State Government function.

For-Profit Marketplace for High Quality and Low Cost

Regulatory reform to expand the role of for-profit healthcare providers and limit or eliminate the role of non-profit healthcare providers

Universal Access to Affordable Health Care

Regulatory reform to ensure universal access to affordable private health care, including, but not limited to:

  • Inter-State Competition in private health insurance programs
  • Medical Malpractice Tort Reform
  • Small Business tax credit for provision of health insurance for full and part time employees
  • Health Insurance Exchange administered through Professional and Trade Associations
  • Regulatory reform in enforcement of anti-trust laws against price fixing and monopoly pricing
  • Regulatory reform of delivery of health care to the indigent and payment to providers of Medicaid related services
  • Regulatory reform of the practice and procedure for hospital and other healthcare facility licensing

Education

Secondary School public education is an essential state government service

Small Class Size

Spending cuts in School Administration operations and earmark of funds to lower class size and investment in technology and equipment in schools

Flexible Curriculum Development

Greater flexibility to School principals in curriculum development and testing standards

Pay for Performance not Seniority

Teacher pay based on performance and not seniority, hiring of teachers based on subject matter expertise and College Transcript and not teacher license enforcement

Charter Schools in High Risk Areas

Transitioning of schools failing under No Child Left Behind to Charter Schools and expansion of Charter Schools in high-risk areas

Vouchers and Tax Credits to Parents

Means-tested award of vouchers and/or tax credits to parents of home-schooled children and children attending religious schools

Lawful Status of Parents Verified at Enrollment

Strict enforcement of legal immigration laws in school enrollment

Privatize Post-Secondary Education

  • Limit the role of public dollars in post-secondary education
  • Expand the role of for-profit education service providers
  • Verify lawful residency at enrollment
  • Enforcement of anti-trust laws against price fixing and monopoly pricing

Welfare

Providing for the indigent who are lawful state residents is an essential function of the state government.

Illegal Entry is Illegal Residency

Employment and government services must be limited to legal citizens and residents:

  • Strict enforcement of legal immigration laws in employment
  • Strict enforcement of Government services to legal citizens and residents, including public education and welfare services

High Quality and Improved Access

  • Regulatory reform of the delivery of welfare services to increase access and availability to intended beneficiary
  • Improve availability of services to families with children and to the elderly
  • Improve the quality and success record of job training and welfare to work programs
